This can be corrected very easily:
1. Start OOTP 13
2. On the game's main screen, click Preferences
3. Inside the Interface tab you will see options to change the location of the Icon Bar. Change the location to let's say Show Right.
4. Click OK. The Icon Bar should now show on the right side of your game's screen
5. If you prefer you can go back and change the location back to where you had it.
What happened is you must have clicked the two arrows. Clicking the two little arrows will either hide or expand the Icon Bar. In this particular case clicking the arrows must have hidden the bar.
