In my experience, the hitter will try to hit the pitch even if it's a pitch-out (i use pitch-outs a lot when i think a runner might steal, and have had the AI swinging a few times).

Personally, i use run & hit a lot on 3-2 counts if i have speedy guys on base, the batter hardly Ks, or up against a groundball pitcher so as to avoid any double plays. Gets me in trouble every so often (gave up a triple play the other day, but that was more because i used the ploy stupidly), but it works more than it fails.
