Oh, to answer your question...

My guess is that your fan interest is very high. That's not the problem. My other guess is that your market size is tiny--market size has nothing to do with what city you are in at all, zilch, nada.

You will need to grow your fanbase over time (long slow process) or go into commssioners mode and make your market size bigger in an instant. Thereby, making the game even easier for you.
