1) At 18 he is probably a long time from fully developed, he can be an early or late bloomer but he represents a greater risk at a young age.
2) His 23 POT rating is an assessment of all of his other ratings. Really you want to look at his hitting ratings to see what is below par and hopefully will improve.
3) It is my understanding that high Work Ethic and Intelligence give him better odds of improving and developing more potential. They help his odds but are not an indicator of certain success.

Also remember that potential ratings are based off their potential compared to
other players of that position. There's an option to make potential ratings based towards all players but I find this option to be more challenging.
