You have to have commissioner powers (Manager Options)
Go to either Free Agents or Show All Players.
Click Import Historical Player(s)
You are asked to navigate to and click on the Master.csv file in your stats folder; in a Windows setup, it typically is located in \Documents\Out of the Park Developments\OOTP Baseball 13\stats
From this point on, when you do 2. and 3., you get the screen shown below.
Use either option for importing historical players. Read more about this in the Out of the Park Baseball Manual
Note what the manual says about player IDs and where you can find them.
Remember that the text file option is new and not in the instructions. It really is simple to use, though, rather than typing each player's ID in to the data entry box, one by one.
