Relief pitching

Brand new to the game, so to get a feel of it, I tried simulating the 1974 season a couple times. Both times, the bullpen usage was WAY off, with relieves getting about half their real-life workloads. Mike Marshall, for instance, pitched 58 games -- barely half the 106 he did in real life and only 81.1 innings. It was pretty much that way across the board.

What can I do to get the pitcher usage more in line, not have starters going 310-340 innings?
