For many years the rosters in the minors leagues followed what was done in the majors: an expanded roster in the early part of the season, then cutting down for the middle part of the season, the expanding again in the latter part of the season. While the majors finally did away with expanded early season rosters in 1968, in the minors expanded early season rosters was used by in some years and not others.
For example, in the 1990s the active limits appeared to be 23 from the start of the season until Aug. 10th, after which it increased to 25. In the first half of the 2000s it was 24 for the first thirty days of the season, then dropped to 23 until Aug. 10th, after which it went back to 24. In 2007 it was 24 all season long, and in 2012 it was raised to 25 all season long.
