Just keep the entire database (leagues, teams, players) and league rules (game play rules, number of teams etc) open and editable, and you will find that IF the core of the game is well made, you will have dedicated people wanting to update the various leagues in the future. Just look at EHM and the fact that some people still keep it updated (five years on!) even if hardcoded league rules won't allow for correct amount of teams in some leagues etc. It's just that addictive at the core. Besides, allowing users the ability to freely modify the database means prolonging the appeal towards the game and might even come in handy when researching leagues for future updates.
