If you're not happy with the default scouting, your options are basically:
(1) Turn scouting off and use the actual ratings.
(2) Turn the league-wide scouting accuracy up.
(3) Change the AI evaluation (though the effects will be harder to predict).
Personally I turn the star/overall ratings off since they rarely tell me anything useful. There's so much that can affect them. You could have a good middle infielder that can play 2B or SS and get different star ratings based on what position you set him as. And prospects can be rather bouncy of course.
I prefer to go with ratings (usually 1-5 scale) and stats to evaluate players. But really just play around with the settings until you find something that you like.
