How long have you been playing? If you are new to the game you may want to consider turning scouts off and using other means to make ratings a little more ambiguous.
You do not know if the ratings dropped or if your scout now has a better idea of these players talent. I know the timing is weird but the longer you have a player the better read your scout will have. I do not know if this is suspended or hampered in the offseason. The scout may have "looked" at them (how, I do not know) in the offseason and his new assessments all hit at once.
