Can't help you with the funky results, since I pretty much never play historical.
As far as releasing the license before uninstalling - if you're planning on reinstalling, then it's not strictly necessary as the license should just "be there" when you reinstall, but it's a good idea to do, just in case something goes wrong with the uninstall/reinstall.
