You're fully right! Stop. I was simplifying.
The FA system in OOTP should aim to make the "best match" between player and team. The best match will (as in the real world) take into account non-monetary factors. Everything beyond this should be set aside in the FA pricing model in OOTP.
But from what I've seen in OOTP, however, this is not the way the system always works. You often have matches that don't seem to be the best possible.
The goal should be to achieve these best matches. (Taking for granted that sometimes odd things might happen as in the real life...odd things happen in OOTP, as in real life, but these odd outcomes in OOTP don't seem to be intended by the FA matching model but are unintended consequences.)
