If scouting is turned on, you need to go to your team's scouting menu (can access it through the Front Office area or directly through the team menu at top of screen) and in there select which countries you want your scouting director to visit. Then, occasionally throughout the year he will notify you of potential players from those countries and you will get a chance to offer them a contract.

Also sometimes those players show up as free agents, so you can check there too.
