"Staggered Release" is what I was getting at with the semantics point.
Actually, as I've looked into it more (and posted), I've also read a thread or two that mentions you don't get multiple licenses. In addition to maybe not being able to take part in online games for a week or two after the patch, to me, that's at least a slightly different product.

If this is true, then the same thought process would apply to the App Store and these issues should have been weighed (and probably were) in that decision.
Which, I guess, is part of my long-winding and now overbeaten (and relatively minor) point for those that are saying it's not a developer's fault when they make these kinds of decisions. In my opinion, they are absolutely responsible in that they made the initial decision to allow that party to sell their product. Now, obviously that's up to them and the decision can certainly be made knowing that will be an issue and that'd they'd have to deal with a few (or one!) complaints about it. However, if they get to a point where a significant number of copies are sold via the App store, then this will be bigger issue than it is now.
In searching the issue of Steam out, I did find two things. One that this was in fact part of the issue (at least for some customers, this isn't from development):
