Here is the way I think about Scout ratings. I'm making up the exact numbers, but the I think it works conceptually.

Even a legendary scout is not going to be 100% accurate. However, a legendary scout might be 75% accurate and a normal scout is going to 50% accurate. Therefore, you do get a benefit from hiring a better scount.
