I can't change this (not my team), so I can't even continue the season for my league: I'm stuck, so I submitted a ticket.
I checked a few other rookie teams, and they have that number as well. It's strange. I have never seen this before or had this problem, although this is my first full season with OOTP 13.

Just as an update: I do have the "allow fictional players" option to move to the league (not using the Ghost players thing, which I guess would be an option to just get things moving, but that defeats the way I had my game set-up).
Anyway, it's sort of bizzare: it seems it is only a few of the Rookie teams that have seen like 17 or 18 guys simply disapear at the league expansion point of the season.
