They are not designed to give real players rest when they are tired. It is up to you as the GM/Owner to sign FA's to fill in backup roles if you want them for your minors.

If I don't want to deal with having starters at every position in the minors, why would I want to deal with signing
backups? I'm not arguing with your assertion, just saying that the implementation doesn't make sense to me.
