You should just unzip the file, being careful to pay close attention to the "exact path" used when he zipped it up so that it is placed in the correct directory and make sure to "overwrite" any older files.

When you unzip the league file are the standings, etc updated? If so, then it is working correctly. If not then you need to check the above steps and follow them closely.

Commish, are you getting any error message concerning his team files? Do you have a separate FTP program? If so, you can check to see if his files are actually being uploaded. Just use the same settings that you use for the in-game program and that will allow you to view all of the files that have been uploaded, check for the correct "number" team.
