Very odd. Each time I open the game the Japanese Cities/State relationships are different and usually screwed up. I don't know if any of the other countries are messed up or not.

I tried copying the world_default.xml from a fresh install on another computer, but it didn't seem to make a difference.

Thanks for the replies, though. It's not a total big deal if this is a little screwed up, but I'd like to eventually get this to work properly.
