I had it set to "use talent ratings OOTP development engine". The league I was running was a fictional league using real players - e.g. made-up teams and evolving league factors. Another problem with this is that in addition to real players, the game introduces fictional players through scouting. I have not found a way to have only real players unless you play a historical game only.
