My only other guess is that the sizes of the files are causing an issue. The All-In-One is the biggest, so maybe some people's connections are blocking files of that size from being downloaded. But your guess is as good as mine right now.
NOTE: I edited the link above to go to the 2013 fictional quickstart. I believe that's the correct file.
