Having an issue with the nationality of players in my amateur draft. This thread ahs more detail

But basically this is what happened.

1. I set a new region of Australia and New Zealand in world_default.xml (note I did not change the level of baseball quality for any country)
2. I created a new game set in 1988 with 3% foreigner setting
3. I simmed from 1988 through to late 2011
4. On checking all of the draft histories for each team in my league from 1988-2011 the draft class has been as I expect, mostly all Australian and New Zealand players
5. I then went into the pre-season for 2012 and deleted the history of all players, erased service time, deleted all retired players and scheduled a fantasy draft to start my league proper in 2012
6. Whenever I get to the amateur draft in 2012 I have all players coming from 'Excellent Baseball Quality' nations such as USA, Puerto Rico, Venezuela, Cuba, Canada etc (I even tried setting Australia to Excellent quality and could only get about 30 players in the draft from Australia this way). I have also tried setting 'Foreigners' to zero, but this doesn't help.

On further testing it's the releasing of all players for the amateur draft that is causing the issue. One way I was able to overcome this was after the inaugural/fantasy draft set the quality fo baseball for Excellent nations to good, and then set Australia and New Zealand as Excellent (i.e. Aus and NZ are the only excellent nations in the game). Then I was able to have the correct nationalities coming through in my own ammy draft.

The big key here is that everything worked great as expected for the first 20 years of siming, ONLY when I released all players for a fantasy draft did the ammy draft somehow screw up.
