Yes, but two things.
Make sure you have not delegated Transactions to the AI in the Team Control section of your Manager Options. If you have, you will get the notice about salary arbitration but no access to negotiations.
Also, make sure arbitration is activated in League Setup. It is possible to have No Arbitration set in the Financial Settings.
