I've had leagues freeze as a result of various errors, some of which might not directly be OOTP13's fault. Regardless, the after effects of this has been disasterous.

I've never before played a game where the result of having to force a reboot was to crash the database use for all games and force a full reinstall in order to be able to play again. You might want to consider a way of undoing a lot of the hardcoded flags that prevent starting a new game if there are errors. Perhaps if attempting to start a new game fails the game should give the user an option to restore default settings, or reinstall the core DB?
