By rule a player on a major league DL cannot be assigned to the minors. When the DLs are not in effect an injured player who is unable to play can be assigned to a minor league club but only under a very limited set of conditions. See Article XIX (C) (2) of the CBA. (The full text of the newest CBA has not been released yet, but the section in question has been the same for the past few CBAs so I doubt it will have changed in the new one.)
