I've been struggling with this same thing!! Here's where I am so far:
Limit to 3 players drafted per team, so 45 rounds.
Limit to the default of 2 of more yrs. In the past few expansion drafts, players drafted in the prior 2 years were not eligible.
Protect 21. This is the one i've been struggling with. If you protect 21, each team loses their 22st - 24th best player. In the 1992 / 1997 expansion drafts, each team has protected 15. then after each round, you can pull 3 more back. So, theoretically, each team lost their 16th, 20th and 24th best players. in real life, 1 player was chosen per team per round, then the teams got to regroup and pull 3 more back, so the teams could do a little more to protect themselves. So, I think losing players 22, 23 and 24 in the game, is close enough to losing 16, 20 and 24 in real life.
What would be nice, and I dont' have time for, would be to test it. In 1998, tampa won 63, AZ won 65. In 1993, FLA won 64, Colorado won 67. So, the avg is 65. It would be great to test samples of PC drafts with different protection levels to see how many games are won year 1, but you'd have sim 10+ seasons at each draft scenerio, and I just don't have time / don't care that much!
