I came accross this one while adding an affiliated minor league to an established league.
The affiliated league has the same region as the parent league. If you change the region, then randomize cities to get locations in the new region, nothing happens.
If you randomize the cities, THEN change the region, then randomize the cities again, the cities do change to new locations inside the selected region.
