This player a stud or a dud?

In a league I'm playing, an interesting SP has shown up in the free agency pool. He must be an international free agent find that wasn't signed, as he doesn't have any history or stats.

Here's the tricky part, my scout's latest rating, filed two weeks ago, has him rated as a stud, potential number one starter.

OSA's last scouting report on him has him listed as a complete scrub. However, that report was filed four months ago. My own scout's report from four months ago ALSO rated him as a scrub, but now four months later his report on his is glowing?

For what it's worth, my scout's talents are Legendary/Excellent/Excellent/Legendary for Scout Major Leagues/Scout Minor Leagues/International Scouting/Scout Amateurs. It seems odd that he would have two vastly different scouting reports only four months apart.

So my question, is this pitcher likely to actually be any good, or has my scout just missed the boat on his most recent scouting report? Just trying to decide if it's worth it to send this guy a contract offer.
