You might want to check FM mods for logos and jerseys. I am not sure if they are in the same format to work with OOTP but FM has tons of logos and kit mods for teams all over the world. The one I am using for FM is metallic logos and I downloaded them via torrent. They also have a lot of stadium backgrounds which might not need any work to put them into OOTP.

They won't be in the right format, but they could serve as a good reference point for making some OOTP format jerseys.
