This would be a nice feature. I have asked in the past about this being an option. In current settings you have an average asking price but that's exactly what it is only an average. You'll always have extremes either way. Plus once you get into bidding wars with other teams the price will go way up. Putting a cap on what they can make will make a player use other factors in which team he decides to sign with, i.e. Cliff Lee liking Philadelphia schools for his kids. Hopefully with more involvement of story lines an option like this could be implemented more effectively.
