Best suggestion I can give is:
1) Windows 98SE - If it can still be found, I'd snag it. I use it, I'm content with it.
2) Windows 2K - If you don't play a whole lot of different games, and aren't worried about the compatability of that shiny GeForce you've got sitting in your box, this is the way to go. My experience as a gamer with it wasn't great, but I believe more Service Packs hae come out to rectify this (I had 2K SP2, and it would freeze constantly).
3) Windows XP - Microsoft still probably wants $100 for this, but it seems like good code. I myself have a hard time justifying giving Microsoft ANYTHING.
