I believe that, when the commish creates settings for an online league, you can choose to have GMs update either by ftp or html. You may want to experiment between the two settings. (I believe you will have to distribute a new accountsgm file for the GMs' settings subfolder, in order for the change to take effect.)
However, in my opinion, GMs updating in-game is the Achilles Heel of online OOTP. I am in several leagues, and there is always a smattering of GMs who report various problems, such as lengthy load times and apparent freeze ups (which are, as best as I can tell, not freeze ups but a failure of the icons showing progress in the update -- give it time and the job does complete.)
The best workaround is to have GMs grab the archive off the server outside the game engine. I've always given the link to download, but I guess ftp would work. Truth is, there is little disadvantage to this method, as long as the GMs have the necessary utility to unzip the tar.gz archive.
