After thinking about your question and the fact you posted it in the 'New to the Game' section I should add.
You don't HAVE to fill in all of those slots. You can leave them empty. Back in the 70's teams typically carried 5 starts and 5 relief pitchers. So your bullpen might look like 3 middle relievers, one setup man and your closer with all the other bullpen slots left empty.
