Heh, I don't think anybody knows
exactly what they do but I'm pretty sure they don't affect individual game play. What they do affect is League Totals (Game Setup, League Setup, Strategy) and therefore the overall statistics of your league each season, moving the numbers toward more/less hitting dominance versus less/more pitching dominance. It would stand to reason that the changes would be subtle, sporadic, and random from year to year, but I don't think anybody has really studied and measured what happens when these options are turned on.
