I think this is a bug, although I'm not sure if it is league specific or in OOTP4 in general. Every AI team in my league took its roster to only 32-34 players--which is not the problem IMHO. What is the problem, and maybe targy can confirm this, is that the AI only brought up pitchers, and in some cases sent down a position player or two.

I tried running in different Eras and doing the Automanage, but the rosters remained the same. Effectively, because the AI doesn't generally use call ups at most positions, this isn't a huge problem, but with a second experience of this there seems to be a hiccup somewhere. My league was imported from OOTP3, so maybe that is one possibility. Otherwise, I'm not sure where to look.
