You can move them, there are limits.
Click on a player’s profile, then click "Contract and Status" near the upper left. In the lower right is a box. Look for "Minor League Options. Next to that will be how many years of "Options" they have.
If a player is on the 25 man active roster and is "Optioned" down to the minors for one day then an "Option Year" has been used. This prevents teams from stockpiling players in the minors with no power to get to the majors.
When you try to Demote a player to the minors after their 3rd option year you must place them on "Waivers" first. This allows all the other clubs to take him and place him on their active roster if they want him. If they wish to demote him they must waive him also.
I am sure there is another rule or 2 I am forgetting but this is the main rule effecting demotions.
