Should this player be receiving arbitration? In OOTP they're not. They don't show up under the arbitration screen, don't receive an arbitration award, and on the free agent filing date they receive a minor league contract.

It sure seems to me he should be. If he has a major league contract he should go through arb and the team should be forced to make a decision on giving him a salary again or cutting him.
This is also why I think the arb report screen needs to show all players in the org that are up for arbitration. Not just the guys on the MLB roster.
