Not sure if it has to do with some of the new things like a development budget, but I hope it gets fixed. It should work well with default settings. Agreed. I am having to periodically "unretire" HofF players to get them back into the game. It's also costing potential Hall of Fame players on their stats because they are setting out seasons unsigned.
I've had every incarnation of OOTP and frankly, this is as close to a dealbreaker for the game as I've ever come...
