Does anyone know when the waiver system and option years were created in real life?

I am disappointed with how the OOTP AI handles waivers. You can snag good prospects every year at the beginning of the season when the active roster drops from 40 to 25.

I play in the early 1900s, so I don't think there's any reason to use waivers unless they existed in real life.

Thanks to any historical buffs who can answer my question. I Googled it, but couldn't find an answer.
