So basically the feeling is right now, looking at all those topics, that

1. BBN/OSA/BA/Scouting Director Top 100 are different sources

2.Someone's current and potential rating doesn't change necessarily, instead, adjusts to the competition in the league. As well as position the players is at. Of course, the player can improve his abilities as well.

3. Discussion on whether this is all implemented correctly

4. Scouts can disagree with each on what position a player should be at, thus changing the ratings

Am I right? Or no?
