I did give them the largest draft budget
I guess they drafted smart and kept some money for the future, as Lannisters would do
Financial issues aside, I'm very happy to see that the first 8 biggest payrolls have only 2 minor houses in them. That part worked out very well. (I'm the Dondarrions, and thus one of the exceptions - the AI clearly wanted to save more money than I did)
