It's not a bug if it was designed to do that, now why exactly it was designed to do that I could not tell you. That is how scouts have worked in the game since being introduced in v3, and at that time I recall asking pretty much the same question, with the answer being "design decision"
. The ratings on your team roster screen on the other hand should definately not change, I have not seen that before and if that is happening in v4 then that is new and indeed a concern. On the ammy draft and FA screens the game uses the same logic as on the trade screen, so if scouts are enabled then the ratings are supposed to flip flop like you are seeing.
