You'd probably need to change the setting away from the default (low?), but I don't know off-hand if that would cause the pitchers to just throw more pitches per start or let them "regenerate" faster.

I don't have the game in front of me atm, but you could start a historical league from a time when 3-man rotations were used (no idea when that would be), and see what the starter settings are, then copy those and use them for your feeders.
