Can someone tell me if I can do this:

New league using 2011 rosters but I would like to modify the budget of the teams lower the high end teams and give more to the bottom teams.

Modify also the fan interest and market.

Or is it possible to create a new league from scratch with my own finances and then import the 2011 rosters (but not the finances)?
