Xpander, if your problem is that you have too much time and energy for OotP than your leagues can satisfy, then you should start your own league.

I had this same problem. I had more time and inclination to work with my OotP leagues than my slow-paced role of owner allowed. It never occured to me to start a league of my own, but I came into one unexpectedly, and now I have an outlet for all the work I want to do.

Consider starting your own league, based on the outlines you gave. Recruit some like-minded people for leadership roles, and you’ll have exactly what you’re looking for.
