Take the attached Nations2.dat file and, after unzipping it, replace the Nations2.dat file in your OOTP11 league with this one and then try to import your league into OOTP12.
And then report back whether this fixes the problem or not. It's working for me, so let's see if it works for you.

I did this and it seems to have worked. I haven't found any discrepancies so far. Now if there was only some way to fix the my league that I already imported...
