Head to free agents, and once you're in commissioner mode, hit the button that says create free agent, and one of the options should be eligible for next draft. Make it say yes. Confirm his creation, find him via the search tool, and use the editor from there.

Edit: you may also do this from the draft pool screen while in commissioner mode, or just edit a current draftee.
