To be specific sabremetric player creation mods found on the league strategy page. They oddly have nothing to do with player creation. ML is 1, AAA is .850 in most categories, AA is .75 IIRC, and so on. The higher ratings for each stat the better the player's rating must be for the AI to promote them. So even if you labeled a league major league but AAA sabre PCMs on it, it would have less quality than the MLB. So high gets something like .75 mods while low A gets something like .7 so more advanced players go to high A. The sabres also divided advanced rookie from rookie although not labeled. The APPY and Pioneer leagues are advanced.
NB: those differentiators between high A and low A and rookie and rookie advanced on show up on defualt if you choose standard game or click MAL during setup. If you add your own minors the game will differentiate between high and low A on its own you have to change the mods yourself.
