Check the financials section and look at the salary report. You'll see a dollar figure with an A in parentheses, which indicates when you have to offer arbitration. For example:

Joe Schmo ... $500k(A)

This way you don't have to remember all the rules, just keep checking back to the salary report to figure what to do with contracts.
