Am I missing a setting? Would rather deal with teams that actually have to field some average replacement-level players along with their all-star cast. Especially in the small market context.

I wonder about this as well. It is random (I have seen leagues that didn't have a huge increase is top-flight guys, but I have seen what you are saying as well). But I wonder what setting affects this. What level of injury do you use? What level of "Talent Randomness"?
